Esta dissertação tem por objetivo contribuir para o entendimento do papel dos discursos na prática política ao longo de história de Portugal e do Brasil. Para tanto, voltar-se-á às Cortes Gerais Extraordinárias e Constituintes da Nação Portuguesa, ocorrida entre janeiro de 1821 e novembro de 1822, um desdobramento dos eventos que eclodiram em 24 de agosto de 1820, na cidade do Porto. Pautados por um ideário liberal, herdeiro do pensamento ilustrado que ganhara força na Europa setecentista, eventos desse teor se alastraram pelo globo, sendo a Revolução Americana de 1776 e a Revolução Francesa de 1789 aqueles que alcançaram maior repercussão. De ambos os lados do oceano Atlântico, as estruturas do Antigo Regime evidenciavam seu desgaste, a concentração de poderes nas mãos de um monarca soberano seria um dos principais exemplos disto. As Cortes aparecem então como instituição por excelência desses novos tempos, exercendo o poder legislativo. Pela primeira vez, parcela significativa dos habitantes dos domínios portugueses poderia eleger deputados que, em Lisboa, iriam representa-los, debatendo e elaborando as leis que deveriam vigorar em todos os domínios da Nação Portuguesa. Nesse contexto, as incertezas e fluidez predominavam e o próprio entendimento do que seria a nação carecia de definições precisas. Entrelaçando as histórias de Portugal e do Brasil, a análise partirá do projeto de elaboração daquilo que Fernando Catroga chama de Estado Nação império e das derivações que daí surgem. Desse ponto em diante, serão analisados diversos aspectos relacionados aos discursos que convergiam ou concorriam com essa pretensão imperial, dentre os quais se destacam: a soberania, o juramento, a representação e a experiência.

Cortes de Lisboa (1820-1822), Nação - Pátria, Portugal - Brasil

The purpose of this dissertation is to contribute to the understanding of the role of discourse in political practice throughout the history of Portugal and Brazil. To do so, it will approach the Extraordinary and Constitutional General Courts of the Portuguese Nation, which took place between January 1821 and November 1822, a deployment of the events that took place in August 24, 1820, in the city of Porto. Guided by a liberal ideology, heir to the illustrated thought that gained strength in eighteenth-century Europe, events of this content have spread across the globe, the American Revolution of 1776 and the French Revolution of 1789 being the ones that have achieved greater impact. On both sides of the Atlantic Ocean, the Ancient Regime structures evidenced its wear: the concentration of power in the hands of a sovereign monarch would be a prime example of this. Thus, the Courts, exercising the legislative power, appear as an institution of these new times par excellence. For the first time a significant portion of the inhabitants of the Portuguese domains could elect deputies who, in Lisbon, would represent them, debating and developing laws that should operate in all areas of the Portuguese Nation. In this context, uncertainty and fluidity prevailed and the very meaning of what nation should be lacked clear definitions. Interweaving the history of both Portugal and Brazil, this analysis will begin by approaching the elaboration of what Fernando Catroga called Empire Nation State and its derivations. Then, several aspects related to the discourses converging or competing with such imperial pretension will be analyzed, among which are: sovereignty, the oath, the representation and the experience.
